I'm just having to pay a firm for EU representation, but I've found a reasonably affordable option (via attending the government webinar on GPSR). Costing a bit but worth it for a year initially at least. There's also a chance the regulations may be amended for something like books down the line.

I doubt the safety compliance for books is going to include that much (just a warning about fire hazard, content and ink or something). It's the supply chain/customer info data and the legal responsibility that will cost something.The market will just reorient with a bit of an expense.

The only thing that is expensive for books is having to have an EU representative. The rest is pretty straightforward.

Yeps, I understand. It's basically about jurisdiction, as in customers inside the EU having their customer and safety rights enforced by local courts. I bought something off a Chinese seller once, and it was nothing like what I ordered.

The problem for many small publishers is that if they only make say £800 a year profit from EU sales, then it's not worth it to pay £200-£400 of that just to have representation. They will probably make the call just to not sell to the EU, given all the current customs hassle as well.
