I think there of lots of savings the government could make. However, most of them are either unpopular, or don't add up to enough to fully pay for the investment that social care and the NHS needs.

Not unpopular if you ensure the lowest earners are factored into the tax equation equitably.
Go hard on raising VAT rates on frivolous excess - e.g fuel for super yachts, supercars, private jets.
Supercars yes, much more challenging but not beyond the realm of technology - ANPR and dynamic pricing.
There is also the question of getting more people into properly paying work which increases tax take, the economy overall and lessens welfare outgoings.
