I sorta think its a "just don't think about it too hard" detail cause with how under-staffed the severed floor seems I cant quite see how it would be a manual thing either. I thought it was gonna be a "crabs in a bucket" kind of thing where they self enforce it, but in S2 they kind of disproved that
