Background checks are provided by the FBI to the Office of the President Elect (per a law signed in 1953) so that explains one bottleneck. But it doesn't explain why the FBI failed to conduct any interviews of some relevant parties including one of the woman who maintains she was abused by Hegseth.

The FBI conducts investigations for "clients" i.e. non-FBI agencies. These clients set the parameters for what/who can be asked/contacted. Typically, the basics for all were looking for derogatory info but Trump team doesn't want that. Not the FBI's fault. They are the fall guy.
