The hiring freeze is impacting the Census Bureau’s ability to conduct its regular ongoing surveys. It’s forced to terminate field force reps who gather that data. Most are intermittent, no benefit GS3 employees hired on a rolling Not To Exceed time basis. Now the CB can’t extend or replace them.
