Yeah, it’s weirdly flipped. Here having a car that gets tickets is correlated with higher income and living in the suburbs. So tickets aren’t enforced and penalties are low. Places where getting a ticket correlates with lower income, they are more punitive.
Most of those cameras are dedicated to LPRs (license plate readers) and facial recognition. When operating in either of those modes, the op center at 1 Police Plaza can track a vehicle / person through the entire city. Analyzing raw footage is more time consuming, as it's a manual process.
If it was someone in my family I would want the entire NYC on the lookout. No need to criticize the NYPD while they are trying to seek the help of the community.

I had that thought, too, briefly, because of the rifle, but wait a second ... we saw his face. The police were able to connect the shot of him at the shooting with him by that camera, with that face reveal - and he had a backpack.
It would have fit in the backpack with ease. He could have ducked into an alley, changed coats and maybe, left the bike behind a dumpster. By the time then dumpster was moved for a trash pickup, he'd have been long gone.
With a different outfit and without that bike, he'd be harder to track.
He might do this, again, but he's just an amateur who happens to be a good shot. Check the gun clubs in Atlanta and I'm guessing he'll be remembered in one of them.

Police forces have always relied on the public for help in identifying suspects. They circulate photos and artists renditions of suspect descriptions. This is neither new nor is it a failure.
One of the best books I’ve read about the NYPD recently is An Inconvenient Cop by a now former NYPD officer who tried to change the system, make it less racist. Now you know why he’s “former.” Give it a read if you are so inclined
