The first Trump admin made devastating cuts to outreach & enrollment assistance—including slashing navigator funding by over 80%. Declining subsidized enrollment was reversed in 2018. Unsubsidized enrollment grew in 2020.

The first Trump administration shortened the yearly open enrollment period to just 44 days, shorter than Medicare open enrollment. The Biden administration made it longer—giving people an extra ~4 weeks to choose a plan for the coming year.
