This summer is the most likely because OPEC is eventually going to start rolling back voluntarily production cuts, plus Republicans will push oil/gas production hardcore. The new shadow fleet sanctions don't fully take effect until February 27th but it has already raised Russian oil shipping costs.

They have been hitting their oil industry for a year and a half now, it's just now becoming more frequent due to increased drone production and larger payloads on new models. Taking out refineries doesn't impact their oil/gas sales, especially to Asia. They still can hang on awhile.
