Yes, I get that part, but apparently the same rider is in the most recent appropriations bill— may still be in effect by CR, I’m not sure about that part.

Congress acted via an appropriations bill for FY2024 (link below), carried over into FY2025 via continuing resolution. That means Congress needs to re-up this language in future appropriations bill (as it has for several years, I believe) for it to have effect. 3/
