Might be an issue of "standing". I believe Congress can go direct to the Supreme Court on separation of powers issues, but given the GOP effectively control both institutions, I don't see that happening.

US Aid workers are Americans, and they have been abandoned in these countries without a US embassy, and without money. These American citizens have families, children.
