To the population of the city of Warsaw
The German High Command wishes to avoid unnecessary bloodshed which will particularly affect innocent women and children, and therefore announces the following appeal
2. The German High Command guarantees that no inhabitant of Warsaw, voluntarily leaving the city, will suffer any harm.
3. The men and women who are able to work, will receive work and bread.
