Actually depends. Used to be less than $800 you were usually good but there were exceptions and with these new tariffs the rules will undoubtedly change and my guess is not in the favor of average Americans.

It’s already fairly common practice for people to buy electronics abroad and to not declare them when returning.
But you’re right, most folk don’t declare anything.
