Trump —does not have— unilateral authority to amend trade agreements like the USMCA with Canada and Mexico. The U.S. Constitution —only— grants Congress authority over tariffs and trade agreements. He can use EO’s but that does not formally amend trade agreements, therefore rendering EO’s illegal.
