New - Speaking in Rio, Starmer says pointedly that "Ukraine must have what it needs for as long as it needs. Putin must not win this war." But won't go further on whether permission granted yet for Stormshadow missiles into Kursk.

Starmer has to be cautious - because of principles of democratic oversight, public accountability. In the context of past major military actions by the UK (e.g., Iraq, Syria) these have been debated and approved (or not) in Parliament, setting a precedent for requiring such approvals.
As a Ukrainian, from our prospective it’s only boots on the ground or full military support. I don’t appreciate everyone sucking to russian propaganda about “war with NATO” when NATO hasn’t even showed up yet. Everything Ukraine gets now is a direct response to russia invading.

russia signed a document promising not to invade Ukraine (and without any exceptions that would justify it). Other parties signed a document that promised to support Ukraine if a nuclear state attacks. So far, it’s russia breaking the agreement and West (kind of) sticking to agreement, that’s it
Starmer's refusal to comment may be for strategic reasons rather than just political. Time will tell unfortunately we are not party to all the private meetings. I wouldn't expect anyone to elaborate on security matters to the press in advance of possible action.
Starmer most likely have had discussions behind the scene. He has to do a lot of research, by historical context of past major military actions by the UK ( Iraq, Syria) he has to be well prepared so as to conduct a debate in Parliament.
Unpopular opinion: such decisions shouldn’t be announced publicly, it only benefits russia. Every day I’m thankful Ukraine didn’t notify anyone about Kursk operation, otherwise it would be on the front pages before it even started with the doomsday headlines “we’re all going to die”
