My understanding is that what they call a breach is really just local control of a jailbroken/rooted device. Take over the client and you get any content it has access to. It would be tough to believe that the protocol would be easily decrypted with today’s technology (that I’m aware of).

The bulk of attacks on secure systems are done at the device level these days. Generally, one does not head-on attack cryptographic systems.

Malware firms are able to hack certain devices under certain circumstances (e.g., might require physical access or successful phishing, or in a worse case just sending a text) to read the data of any app (including Signal). This is different than attacking the app or protocol directly.
