But it's not. Everything isn't just a thinly veiled metaphor for genital stimulation. Everything CAN be sex and is sex to the people who it's sex for. But it also isn't sex for those it isn't.

And in many instances, sex has nothing to do with genitals at all, but it all gets at those same ideas.
