I had been under the impression that enacting tariffs required an act of Congress. Why is Trump able to make a unilateral decision to impose tariffs? Has that been an exclusively presidential power all this time?

They have an Emergency Act from 1962. Trump circumvented a Congress vote by using this by calling fentanyl and illegal immigration a national emergency (very dubious). The tariffs have nothing to do with drugs or immigration but Trump wants to increase gov't income to give tax breaks to the rich.
