a list is a list you make for yourself, which other people can see and that you can share as a link. a starter pack is a thing that just happens to be a list that you make with the intention of sharing, that gets a special slot in your profile and a nice link card interface when you share it

a starter pack can contain feeds as well as accounts, lists cannot. starter packs are implemented on top of lists and are a superset of them. this is a fun diagram that may or may not make it clearer!

There are some distinctions between starter packs and lists that I'm not sure I fully grok. For example I think starter packs are limited to 150 people but I don't believe this is a fundamental limitation of lists.

A starter pack contains a list. Bsctl can sync the list in a starter pack to a YAML file. It can also sync a YAML file to a list. So it should allow you to do a bidrectional sync. I've used it to sync a bunch of lists https://github.com/jlewi/bsctl
