There's nothing to stop them now. The enforcement mechanism of the courts, the US Marshals Service, is under the control of AG Pam Bondi. The courts lost their effectiveness the moment Trump was sworn in.

Plus, my understanding is that if there were a shutdown, federal courts would last several weeks without congressional funding, then have to scale back or shut down as well. So then the argument about fighting in court *really* doesn’t hold up.
