If you read the passages he's cherry-picking from, it's very clear that the Tribal-citizen exception is about respect for Tribal sovereignty. That's why US civ/crim law wasn't imposed on Tribal citizens without treaty-based consent. They weren't subject to jx b/c US laws weren't imposed on them.
