This is from 1950, but I remember "crawling" in the list of penalties in NFL programs, Pro Magazine from 1968 to 1973. It's still illegal, the NFL just refuses to call it.

If every other team was doing it and being successful almost every time, then yes. But if just 1 or 2 teams can make it work, then there's no need to punish them for being good at it.
