We needed to switch from making consumer goods to war material. Companies were reluctant to go along.
Cost- plus contracts did the trick. There was waste, but they worked.

I live in bourbon country. If someone laughed at the first guy to make bourbon two days after he mixed the ingredients, and called it a failure, well, I wouldn't take him very seriously.
