Many parts of Europe have natural fluoride in their drinking water and do not need to add it.

I think at least in Norway the reason is that it's been politically unpopular and they consider that fluoride in toothpaste is enough.

You guys eat a lot of fish. In other countries you get it through salt or toothpaste. Iodine is actually compulsory in table salt in some iodine poor nations.

I might be wrong, but I strongly suspect it’s the same as with iodine? Both naturally occurring in the sea absorbed by fish and so on.

You can buy it that way, if you want - there are options without either. Also, every supermarket toothpaste includes fluoride and in my childhood we got chewing tablets in primary school.

Depends on country, I guess. In Germany, Switzerland, etc. both is added because at least in the mountain regions people do not get enough natural iodine.

I checked the salt I have at home (in Norway), and it doesn't have any fluoride added. You can buy salt with iodine here, but not with fluoride.

Also don't remember any salt with fluoride added being sold in the UK or Poland. Iodine, yes. But not fluoride.

Oh, good to know. Sorry for the over-generalization. Is fluoride added to toothpaste in Norway?
Here in Germany, the salt I buy contains both iodide and fluoride. (An the toothpaste contains fluoride, too).
