Campaign finance laws forbid ads like this from individual candidates, who have already closed their 2024 campaign books, or the DNC. You would have to convince outside groups to run them and do they have the money to do do?

If the Dems were to CREATE ads, and say "Every penny contributed will go toward buying air time in states with a Republican incumbent Senator up for re-election in 2026" and the money would come rolling in.
You need to set up a 527? Because you're going to need that in order for them to air.
"The money will be rolling in..." who gonna run this? You need to apply for a TIN from the IRS in order to open a bank account.
Every one of these hacks has a slush fund (also known as a PAC) and they can send money from that PAC where ever they want, not just to campaigns.
and then, of course, there is the DNC.
and, of course, anyone can set up a special purpose fund...

The ads are simple --e.g. say "Tulsi Gabbard is beloved by Moscow, blah blah blah", and end with "Tell Senator XXX to vote "NO" on Russian access to the CIA, and reject Tulsi Gabbard"
