Trying to imagine personal blogs with comments having formal terms of service, complaint handling procedures, and a formal appeals process for disputing a moderation judgement.

@neil asked whether his single-user Mastodon instance required a formal ToS. Response was no, since there's only one user there's no user-to-user functionality.

Immediately clear Ofcom's panelists here have no idea what Mastodon is.
