As someone who worked for the ODOC for two decades, directly with incarcerated people, I can say definitively that these people are abused by the ODOC medical system. The ODOC MUST move its health care outside of the department!

Again, none of this is going to change unless we acknowledge we can't house this many people under these conditions and we move the supervision of medical care outside of ODOC.
