Not surprising, they started a new team within Playground for this project. They're probably still figuring out how the game should work. Microsoft first-party is great this year anyway, although what's coming in the Fall besides The Outer Worlds 2 is unclear.
I'm not too surprised by this, but I guess it makes sense. With Avowed and Outer Worlds, there are two first party RPGs this year, so there's no need to rush. Let them make it worth the effort.
