The unprecedented winds (and they were) is what fanned the flames. Not having the infrastructure in place to adequately deal with the effects of it is something else. Such infrastructure has never before been needed. However believing we would never need it is a failure.

I do also think that one could forward position larger amounts in pools and underground cisterns, enlargen the mains or doubling them (easier to repair). But removing the brush through controlled burns sounds a lot cheaper. In a controlled burn one could still protect larger trees.

Yes, we can have better infrastructure, but it's by dragging republicans along.
