Hams don’t have that much bandwidth even at UHF and SHF. The federal government, on the other hand, has a lot of bandwidth and likely to be sold off first. It happened a few years ago and impacted weather satellite operations.

Either way, amateur radio spectrum is a drop in the bucket. Some of our frequency bands are shared anyway. Satcom requires many MHz of bandwidth.

Which frequencies? Most #hamradio operators in the UK are active on frequencies between 1.8MHz and 432MHz (UHF) and I assume it is similar in the U.S. I would be surprised if Musk is interested in those frequencies. Satellites generally operate at much higher frequencies (microwave region).

They use 137-138 MHz and 148-150MHz for sat up/downlinks., and they're making deals with phone companies for direct to phone "wifi", which is in the PCS band. As bands get more crowded, he can just take what he wants.
