Yeah I have been wondering why it is common practice to issue pardons at the end of a presidential term, rather than at the beginning, because then these folks just have to spend longer in prison. But I guess the idea is that he would be pardoning folks who were improperly sentenced during the term.
And That, presumably ones predecessor would have given the necessary prior pardons. But of course, with t-rump, His pardons were all for his political cronies, who should have remained in jail
