Thomas Jefferson never said this and only these lying rethugs would use his name in this context. Jefferson may have believed in god but he didn't actually adhere to any given religion and that's why he was adamant that no religious language appeared in the Declaration.

Jefferson was never a subject of study for Johnson. If he had been, Johnson would have known Jefferson’s opinions about God and public displays of piety. They were … pointedly caustic.
