If I had to guess: by the time they do a flashback arc, they already have found their footing in writing the story and have more of an idea on how to flesh out existing characters... It's easier than doing so from scratch imo
personally i think its partly the time crunch mangaka have to deal with, often only having 1-2 weeks to make their next chapters. what happens next is part of story telling that's probably one of the biggest hurdles for a writer/artist. if a plot point doesn't mesh well its obvious to a reader but
the mangaka doesnt have the time needed to fully refine it, whilst flashbacks can let you just delve into why things panned out the way they did earlier in the story and fix inconsistencies and such! it means you dont need to lead into some unknown and just flesh out what you already have
Makes me wonder where they even get the time to come up with a flashback arc, but I guess mangakas make it happen regardless...they're more driven than I can even imagine @~@
