I agree with sentiments of the editorial, but also agree that there are some amazing and very hard working people in these roles. The question is what is driving this ever increasing administrative loads and how to curtail it.

Mark, Nobody said they weren't amazing! My critique is about the structures and processes that have led to the current situation where we just don't have time to think. Nor do our administrative staff.
But what is the solution? We certainly don't want to increase further the admin load on academics. A proportion of this is driven by new government and funder requirements. Some also responds to perceived threat of legal action. And some is self-generated as you say.
I trust research directors and HoD, those with overview of both needs and governance to find solutions. We do our best to communicate needs and frustrations in appraisals. Our @joniholmes.bsky.social has spent days optimising research management at university level and might have wisdom to share.
1/ That's up to leaders like you and me. First, admit there is a problem (some people are in denial). Second, Identify the biggest problems. I also find out from admin staff what they think is a waste of time.
2/ Third, get other leaders in the University (e.g. HoDs) to join in flagging unnecessary burdens to central leadership (they need to know).
All of these extra commitments crept in incrementally. There is absolutely no reason that they cannot be dismantled one at a time, locally, if we're brave!
