By the look of the election overall, including house, senate, electoral college and popular vote, I do not believe such to be the case.
You could always be like Canada where Vancouver and Toronto elect the federal gov't that the rest of Canada has suffered for now for 9 years.

And now my state of Michigan is red because of the fools that voted third party. It's rage-inducing. I knocked on so many doors of those MF. I despise Uncommitted with all my heart. I will die mad about this one.
