Big news: the *sole* ground asserted for detaining Khalil is that Rubio alleges "reasonable ground to believe that [his] presence or activities . . . would have potentially serious adverse foreign policy consequences" per INA Sec. 237(a)(4)(C) a.k.a. 8 USC 1227(a)(4)(C).
