Srsly even Mewtwo is better than both of them.
Combined.
He can enable Mew EX and pretty much every Colorless card he wants, like A1a Tauros to deal with other EXs.
One mistake and your game is probably gone.
In most cases Dialga would still get enough time to get a bunch of energy on his side unless some really fucked stuff like Misty happens.

That said Dialga is probably going to be more of a Moltres EX thing where they immediately tank whike building up energy.
That makes quite a few things playable, holy hell
