Japan has done split packs for ages now. It's likely they're just doing this to make the localization easier, as these will have a new type of rarity, and illustration rares of every Pokémon included. I'm sure the logistics of packing those into one set would have sucked.

I know about Japan, but it does feel like TCG Pocket was a bit of a testing ground for the dual release in the west. I see it as potentially slightly troubling.

Personally I disagree because if both packs are likely equally interesting, given my collective habits I'll prolly want a good chunk from both, so that just makes pack opening muddier, not better for me. I just buy some of the promo sets, maybe some whim purchases of packs, then buy singles

I'll take two smaller sets over one massive one any day. It makes it easier to chase specific cards.
Though I'm pretty sure TCG Pocket only did the split packs since it's a global game. They just defaulted to the Japanese style.
