It's not like they were like "hehe let's tell them we're making PvE but in the meantime we're just going to take a 4 year vacation hahaha"
All the decisions made were delivered from on high by execs who wanted monetization over PVE and the devs had to kiss the ring or get ousted like Kaplan. They didn't lie, they had PVE and corporate axed it for profit.
It was what made it different from OW1. I was so excited for the lore and now it's just never happening. of course I'm still upset over that empty promise
are you under the impression that games are only advertised when they're fully complete?
they spent 4 years advertising replayable hero missions, skill trees, a guild system, and a story driven pve game. marketing collateral =\= a real game.
