And it's not like Kirk had saved the new Klingon chancellor, he saved his own president. And they exposed another key member of the conspiracy was an officer also under Kirk's command.

1) In the real world, a captain is only responsible if he knows someone is committing or will commit crimes and fails to act. I know that’s not what the film says but realistically you can’t be found guilty for not knowing what someone does. That’s unworkable. They’d all be in jail if it were.

2) I don’t know what the law would say about McCoy, but it’s also not like he was in a clinic and the Klingons asked for an appointment. He was the only person qualified to act in an emergency situation where death is guaranteed if he doesn’t act, even if he was drunk, a criminal case is harsh.

3) The Klingons don’t have an extradition treaty with the Federation in DS9, let alone now when they are enemies, so once he’s back in federation territory the Federation are under no obligation to hand them back, & the Klingons were probably too embarrassed to ask & Azetbur seemed appeased.

4) So ultimately, starfleet probably held an inquiry into the whole thing, but absolutely no one is going to find them them two guilty of anything, and the Klingons, even if they insisted, which at this point I doubt, have no legal recourse.
