Shouldn't we encourage this to the max? The guy is like a minor natural gas boycot on his own. He drains foreign currency from the country (while the ruble is already under pressure), and in return they get 1000 pound bottles of perfume - guaranteed to be useless for the war effort.

Exactly! We want private Russian to spend that money on frivolous imports. That competes with other uses for Russian foreign currency income.

We dont want them to import, say, cars. That frees up domestic industrial capacity for the war. But crazy-expensive perfume seems great?

Yes, thats the kind of export to Russia that we need to prevent as much as we can. A used car costs them fairly little foreign currency, eases a real problem in their domestic economy, and the sale hardly helps our economy at all.
