I’m not sure if there’s a difference in perception about what it means by journals taking too long. My first submission to JNCI around 2001 or so was done via the U.S. Mail. Don’t get me wrong, I agree that academic publishing needs to change. Posting papers that haven’t been reviewed ain’t it.
