You just said what it is base game. Just because you download it doesn't make it DLC. It's the base game and there's no add on content without it.

It's the foundation content. What do you not understand that add on content is ADDITIONAL. It's like setting up a Christmas tree and putting decorations on it. The decorations are ADDITIONAL.
