He has some leeway, but note this would be just a pause, as a law is a law. If the DoJ decides not to enforce it, it would still get bogged down in numerous lawsuits.
Well, lawsuits can be filed, but the law can apparently be enforced only by the federal government (DOJ). If the DOJ under Trump says that it will not be enforced, I doubt that the courts would find that someone have standing to sue the DOJ for not enforcing it, given the enforcement discretion.
The risk is not to Trump, it is to those Apple and android apps that allow downloading TikTok because now the downloading apps and companies are liable.
