Personally, I think that Dukat is actually a very simple and 2-dimensional character. His true genius however, is the fact that he does a superb job at convincing *others*, both inside and outside the universe, that he's a deep and complex figure.
I don't use 3d to mean he is a deep and complex character but that he has "human" motivations and is a complete individual isn't of a simple character there to advance a plot point
Ah yes, by "3d" you mean "fully realized character". Then I obviously agree. I find fascinating precisely because his motivations are so base despite his refined exterior.
Its what makes him such a good character because he is base and self centered that he looks believable as a person ...unlike the borg queen who is a plot device
