I think that's the crux of the problem - no developer wants to make a bad game, but they're at the whim of the Execs. The Execs will back off when they start getting bad publicity and as a result the game quality improves. Unfortunately, it's only a matter of time till they start rushing them again.
Rarely if ever are the people doing the actual work the problem. There is so much skill in the industry still but because everyone with power lives in metrics and money land, anything artistic, even things that you wouldn't think would ever be an argument, can be a fight
