I would guess it is the Kroenkes. I’m sure Arteta and whoever is the sporting director have a large say but ultimately the buck stops at the owners.

I'd tend to agree with this. I'm sure Arteta has a name if players he's willing to bring in and let go but ultimately it's on the sporting director and ownership to push them through.

I agree. But Arteta's tactics and poor in game management at times should not be overlooked. He's not innocent in this shit show of a season. He bears some responsibility too.
