‘Shoulder to shoulder’ does not mean taking a run up and checking someone without playing the ball. ‘Shoulder to shoulder’ means both players going for the ball and making contact.

It’s a foul if it’s on any other player. Someone like danso (massive) is never going to get the benefit of doubt from a ref.
