This was absolutely not calculated to benefit the Ontario Government in any way, all this has done is delay slated improvements and the restart of operator training until way after new OnXpress takeover date will take place.

Whether the delay is technical or political, I couldn’t say.
I personally believe a strong contributor was the massive changes in leadership over the last few months within OnXpress, leading to a situation where they were not prepared to assume responsibilities from Alstom.
You can see in the first email that the delay reason given to Alstom employees was due to technological refinement issues; which definitely could have been a contributor, however the leadership changes that occurred likely played a larger role in the delay, and should not be ignored.
