For starters, they would have to eliminate the FAAs acquisition management system in order to implement anything new quickly. The National airspace system is not Twitter or space x, or Tesla.

wtf is going to happen? look to FAA STARS program. Not including controllers in design increased cost by about $500M since they had to replace QWERTY keyboards with ATC-standard ABCDE ones and rewrite 800,000 lines of code, adding years to the program and reducing deployment from 188 to 74 sites
