(and I'm not sure the parking revenue angle is that compelling... there's a reason the whole peninsula isn't just a parking lot)
As for housing, car and bike parking are very much entwined with our zoning rules, and the uptake of bikes as a car alternate is tied to safe lanes.
The goal is to phase the grid down faster than we turn over new buildings, and to remove point source pollution from in the city.
